Don't underestimate the toxicity of prescription drugs. The only difference is our drug laws leads to meth labs and grow ops, because illegal drugs are lucrative. The best solution is to charge those drug dealers user fees, and to siphon their GST rebates into paying those fees. Anything else is just criminalizing their behavior, and that's been a failure.
